The University is a state higher school and does NOT charge a fee for reviewing your documents!

All programs at our university are accredited by the state and are taught in BULGARIAN
If you do not speak Bulgarian, in the first year of your studies you will be enrolled in a preparatory course at The Department of Language and Specialized Training for Foreign Students. With us you will prepare for living and studying in Bulgaria.
If you speak Bulgarian, you must attach to the other documents upon admission a certificate issued by a Bulgarian university confirming your proficiency in Bulgarian at level B2 according to the Common European Framework of Reference for Languages.
If you speak Bulgarian but do not have a certificate confirming this, you can take an exam at the Department of Language and Specialized Training for Foreign Students. After successfully passing the exam, you will be issued a document entitling you to enroll in any university in Bulgaria.
Required documents for registration
(1) An application form.
(2) A copy of the secondary school completion document including a transcript of all the subjects and the grades awarded.
Legalized, translated into Bulgarian and certified in accordance with the provisions of the international agreements of the Republic of Bulgaria with the country in which they were issued, and in the absence of such – according to the general procedure for legalization, translations and certification of documents and other papers.
The minimum average score of the grades of the subjects which are relevant to the Bachelor’s Programs applied for should not be lower than 62% of the maximum grade according to the grading system in the country in which the secondary education is completed.
(3) A document issued by a competent body certifying the applicant’s eligibility to continue his /her studies in higher education institutions in the country in which the secondary education was completed.
Legalized, translated into Bulgarian and certified in accordance with the provisions of the international agreements of the Republic of Bulgaria with the country in which they were issued, and in the absence of such – according to the general procedure for legalization, translations and certification of documents and other papers.
(4) A certificate issued by the Regional Department of Education (RUO) recognizing secondary education obtained abroad.

(5) А сopy of European Health Card (for EU citizens).
Citizens of other countries are advised to take out medical insurance for the first year of study in Bulgaria.
(6) A copy of the citizenship documents – for the applicants with dual citizenship, one of which is Bulgarian.
(7) Four photos.
(8) A photocopy of the applicant’s passport / identity card.
Application procedure
By September 20th of the year of application, you must submit your documents (in person or through an authorized representative) to Paisii Hilendarski University of Plovdiv.
Citizens of the European Union and Bulgaria
If you are an EU citizen or a Bulgarian citizen, but do not have sufficient knowledge of Bulgarian, you enroll in the PREPARATORY COURSE ONLY. Documents are submitted to the Student Affairs Department or to the Secretariat of the Department of Foreign Students:

Once your documents have been approved, you will need to pay the first semester fee and give a copy of the payment receipt to the secretary who will enroll you in the preparatory course.
After completing the preparatory course and passing exams in Bulgarian (level B2 according to the Common European Framework of Reference for Languages) and other subjects, you will receive a certificate of language proficiency.
To enroll in a bachelor’s degree program at the university, you need to prove not only your knowledge of Bulgarian, but also pass a competition – see the university’s website: BACHELOR’S DEGREE. This way, you enroll in state-funded programs with lower tuition fees.
Citizens of non-EU countries – Worldwide
If you are a foreign citizen, you must submit documents to the Students Affairs Department – first in scanned form, and then on paper:

The inspector of Students Affairs Department will review your documents, then within a month he/she will prepare and send them to the Ministry of Education and Science – Directorate “Students, Ph. D students and Specializing students”, which in its turn will issue a certificate of the applicant’s eligibility to continue his/her studies. The deadline for issuing the certificate by the Ministry of Education and Science is one month.
After receiving the certificate from the Ministry of Education and Science, the inspector responsible for admission of foreign students will inform you that you can receive your certificate in person or by an authorized representative and submit your documents for a visa of “D” type/category.
Application documents for visa “D” type / category must be submitted at an embassy or a consulate (consular office) of The Republic of Bulgaria in the applicant’s country of origin. The visa may be received in the same place. The deadline for the visa to be issued is one month, but please bear in mind that sometimes it may take longer.
After receiving a visa of “D” type /category and arriving in the Republic of Bulgaria, you will be enrolled as a student in the preparatory course at The Department of Language and Specialized Training for Foreign Students (DLSTFS).
After completing the one-year preparatory course and successfully passing the exams in Bulgarian language (level B2 according to the European Common Framework of Reference for Languages) and in the specialized subjects, you will be enrolled as a foreign student in the first year of the chosen Bachelor’s program.
YOU SHOULD KNOW!
If you have dual citizenship – you are a citizen of Bulgaria and a country outside the EU, then you can also act as a citizen of Bulgaria, see above!
